Parrish voted new chairman

            Joseph "Smokey" Parrish, left, was selected Tuesday morning as the new chairman  of the Franklin County Board of Commissioners, replacing Noah Lockley. County Judge Van Russell swore in Lockley, who was unopposed for re-election, as well as Bevin Putnal and Pinki Jackel, right, who won reelection in the Nov. 4 general election.
