Sherriff's office: Segree followed proper procedure in dog mauling

Undersheriff Joel Norred said Monday that Deputy Donnie Segree followed correct police procedure when responding to an attack by two pit bulls on a household pet in Eastpoint on Oct. 15 (See Times, Nov. 19 "Pit bulls maul dog to death in Eastpoint"))

“Our officers really aren’t trained to intervene with animals. We call animal control when we have this kind of problem,” he said.  “Officer Segree acted properly.  He did make the attempt to contact his supervisor.”

Norred said the rights of the owners of all dogs involved have to be considered in a situation like a dog fight. “How can we know which dog started the fight?  If a child were involved, it would be different,” he said.

Van Johnson, director of animal control, shared Norred’s viewpoint, and said that animal control officers go through 40 hours of special training and attend refresher courses every other year in addition to special seminars on topics such as euthanasia.

He said animal control officers try to respond in an emergency situation, but that there are no funds for night or evening hours.

“We probably receive more calls for fighting on the weekends than any other time,” Johnson said.  “If they’re going to do something illegal, they’re not going to do it when they know they’re being monitored.”

Undersheriff, you are correct deputy segree done his job as he always does, in the past they did not get credit for what they do or do not do, it was always swepted under the rug, how can our deputies cut out crime and keep criminals off the street if they are having to monitor dogs fights. That is what our animal control is for

You are targeting a breed of dog unfairly. Bites by breed in the us over last year are. Akita 48, American bulldog 4, English bulldog 16,Mastiff 30, Boxer 23, Chow 91, Doberman 13, German Shepard 56, labrodor retriever 92 rotwieler 409. there are way fewer chows and rott's than bull's. You see the unfairness?

I understand what you are saying. Even said, with what he has now he can split shift the two people to comer the afternoon and night shifts in 4 hour increments. Has nothing to do with overtime. I know they are underbudgeted. But instead of employing a 6 am or 8 am he can change it up to cover the most aggressive times of the day. 12-4 and 4-8 after daylight ends. That would cover the most active times of the days. This time of year most dogs are hunkered down during the twilight hours to keep warm and are more agile dearing times when the sun is up. That's all I'm saying. And come off that comment about management duties. Give me a break. I know what goes on around there, I have seen it first hand. There can be a lot more can do than sit do. I know for a fact.

Your statmeny has truth and misunderstanind. there are 168 hours in a week, if two officers cover it all that would give them thier 40 hours plus 44 hours at timeandahalf. i think he is correct that he can not afford 204 hours of pay when 80 hours are budeted. Mr. Johnson does a huge amount of managment, you are being silly to think he can shouder more of a load than he bears now. why don't you ask the county commishion to raise the budget so he can employ 5 officer's. 4 to cover the 12 hour shift, and a relief man to cover when one is off. Blame the tax cuts for this problem not Van.

Well the Mr Johnson, there is no need to schedule people to work strictly day shift. Split the shifts up so that you have coverage. Makes sense that people will more than likely have problems during the day or during the early evening hours. Split shift your workers. Have a 12 to 4 shift and a 4 to 8 shift. Then you have coverage. Thats a crock of bull when you say that you do not have the funds to cover different times. Your the director and I am sure that you do not get paid by the hour. I will assume that you are paid salary. If so then you being the supervisor should be able to be on call when needed. And as being the director you should have a direct line from the sheriff office to you. I would assume that you get paid over 40 grand a year for your position. And granted I assume that their isnt really a physical aspect to your job. I am sure that their are plenty of individuals in the county who do not have a job that would be willing to get training and work for a lot less and would be willing to be on call. There are plenty of hungry people just waiting to work. If you cannot be on call with the salary that you make, then the people need to call for the county commisioners to fix the problem. It's time we get rid of that good ole boy network of who's who anyways.
